The special case: Maine
Maine sits on its own. LD 1164 took effect in January 2026, granting the Wabanaki Nations exclusive rights to run online casino in the state. So it is legal but tribal-only, and not yet live — a category no other state occupies right now.

Canada: Legal Everywhere, Competitive Almost Nowhere

The Pattern Behind the Map
Three things explain most of what you see above.
Sports betting came first, and casino didn’t follow. Legalising online sports betting turned out to be politically far easier than legalising online slots. Legal does not mean competitive. Rhode Island has one operator, Connecticut has two, Ontario has forty-eight. A regulated market with a single licensee gives you a regulator to complain to and very little choice — a real trade-off, not a technicality.
